Conclusion
1.    When is an auxiliary view needed?
An auxiliary view is need to show the true dimensions of a slanted side 

2.    What does the term foreshortened mean?
The term foreshortened means that a certain length of a slanted side will be misrepresented when a drawing is displayed through orthographic views. 

3.    Why would it be inappropriate to dimension to a feature on a surface that is not perpendicular to the line of sight?
It would be inappropriate is dimension a non-perpendicular surface because the lengths will not be proportional to one another in a drawing.
